[CCWG-ACCT] premature jurisdiction debates

I see this not as deciding where ICANN wants to have its jurisdiction,
but to look at what jurisdiction scenarios may be possible.  If only
to avoid ICANN to try and re-litigate not being subject to local (to
the place of business of the other party) jurisdiction again and
again.
