You can check it yourself.  The reason is because there's an
In-Reply-To: <56D497CC.5060507 at channelisles.net> header, which means
that it is in response to something else.  That message-id was indeed
part of the "Request for Clarification" thread.  The mail system is
doing what it's told.

People should not "reply to" a message on a different topic; if they
don't, there's nothing staff can do about it.
