I understand you already have an office-list clarification and glad to you know it's clear to you now.
Let me still respond on the list as there may be others who have a similar question.

It is incorrect to assume NRO NC is an equivalent of the ASO.
  
ASO is a form of representation in ICANN from the Number Resource Organisation (NRO). It is based on the ASO MoU agreed between RIRs and ICANN.
In NRO, there are "NRO Number Council (NRO NC)" and "NRO Executive Council (NRO EC)". The NRO is led by an Executive Council (NRO EC).

  - The role of the ASO AC(NRO NC) is focused on recommendations on IP address policy.
  - Since the ICANN accountability work is outside the scope of the ASO AC(NRO NC), it is being handled by the ASO as a whole.
  - ASO is equivalent to the NRO, which is represented by the NRO EC.

This is why the NRO EC has been leading the ASO position for the CCWG proposal, and has submitted comment to the draft new ICANN Bylaws.
The NRO EC has shared the public comments on the new ICANN Bylaws, and called for feedback from the Internet numbers community on the dedicated mailing list.

  NRO NC:
   - An elected body called, which serves as the ASO Address Council (ASO AC). In short, NRO NC is an equivalent of ASO AC.
   - It oversees recommendations on IP address policy, including the management of policy development activities.
  NRO EC:
   - Represents the NRO and its suborganizations in all matters, and agree on the composition and responsibilities of the NRO Number Council.
