[CCWG-ACCT] ICANN Bylaws change required

Where does this 'Sponsoring Organization' language appear? 
If it pertains to the old attempt by ICANN to consider ccTLDs as sponsored TLDs then  I agree it is completely inappropriate and needs to be changed.  Not a difficult change to make, fortunately.
