One more thought: This report, assuming it is accurate, tells us that the Democrats are willing to trade away a freeze extension for something else they want.

That makes it unlikely that the presence of a freeze extension in the final package will trigger a Senate filibuster, much less a government shutdown because the issue prevents passage and signing of a short term funding bill.
