[CCWG-ACCT] AOC terminated

Hi all

I don't know if there has already been a note, but it's worth recognising
(and celebrating) that the Affirmation of Commitments between ICANN and the
U.S. government has been terminated.

This was done through an exchange of letters between Sec Strickling and Dr
Crocker.

Nice to see one of the more symbolically important recommendations from WS1
being implemented.
