Building on the spirit of Renee's comment, I would add that a "Basis/Interest" for dispute resolution providers having access to full thick WHOIS is that it facilitates due process for registrants in such cases (e.g., under UDRP paragraph 2).

It is also worth pointing out that ICANN's Interim Compliance Model (the Cookbook) at 7.2.10.2 affirms that dispute resolution mechanisms like the UDRP rely on WHOIS for case administration.

At the same time, ICANN's Interim Compliance Model states that dispute resolution service providers will be accredited under the formal accreditation program for access to full WHOIS.

We understand from speaking with some registrars that during the time between the GDPR coming into force and community development of a formal accreditation program, dispute resolution service providers will be given WHOIS information necessary to administer cases / meet due process obligations.

For the avoidance of doubt, this includes post, fax, and email addresses (in the registrar's WHOIS database) for the registrant, and also for the technical, admin, and billing contacts.
