[Accred-Model] Additional Model for Consideration - Philly Special

Hello All,

 

While this submission is probably too late for discussion at tomorrow’s call, I wanted to put it out for consideration as an alternative model for future discussion/consideration.  

 

The current model being discussed on this list, V1.4, disproportionately in my opinion focuses way too much on who will be granted access to non-public registrant data elements. While I am not opposed to this group focused on this granularity, I think there needs to be more attention paid to the backend / administration / accountability. In fact, the detailed access credential discussion taking place in V1.4 could dove tail nicely into my proposal.

 

While I appreciate some of the accountability functions incorporated into the V1.4 model, e.g. audit, revocation of access rights, etc. I think there is a clear financial aspect missing to compensate the Data Subjects that are actually harmed by the inappropriate/excessive access by the requestor. 

 

To be clear this is my own model which I authored during a long haul transit between Bangkok and South Florida this past weekend. This does not represent any past, current or future client viewpoints.
