[Alac-sc-outreach] Updated Fellowship spreadsheet for research for Outreach and Engagement

Hi,

Glenn brings up some great issues. Keep in mind that some of us do not even
qualify for most forms of fellowship according to present rules. Thus, our
work is purely on a volunteer, when available and able set aside from
personal income to assist to some events where some believe we can be of
help.

All the cross reference data analysis is a great way to validate the
effectiveness of the actual fellowship programs. Thus, lessons learned to
improve for the future.
