[Alac-sc-outreach] Version 4 of the Stakeholder Analysis Tool - now shows At-Large, ccNSO, GAC and Fellowship tool

Dev, All,
I just had a chance to review the updates to the tool. This is amazing
work.
Will certainly assist in carrying out fact-driven, big picture analyses
going forward.
