Hi Maureen, all

For the benefit of others on this mail list, an ICANN Transfer Policy
exists [ https://www.icann.org/resources/pages/transfer-policy-2016-06-01-en
].

This public comment proceeding is the start of a PDP for reviewing this
Transfer Policy, which begins with the issuance of an Issue Report.

The experience with Net4India may well be a good springboard to call for
changes to the existing policy for an examination of the Issue Report.
Hence I am asking for interested members to help review it to consider
whether it is adequate to facilitate onward policy development (i.e any
changes to existing policy).
