[arabic-vip] Definition document updated

The definition document has been updated and posted to the community wiki: https://community.icann.org/display/VIP/Resources+for+All+Cases. This document has three changes compared to the original one. First, Valid Code Point was clarified to indicate that evaluation of it is performed during registration. Second, Character Variant Label is clarified to indicate that it corresponds to a Fundamental Label. Third, Preferred Variant Label is clarified to indicate that it corresponds to a Fundamental Label.
