[arabic-vip] JIG observers for IDN VIP study teams

Edmon Chung requested to have members of JIG to be at the case study teams as observers. Project team thought that was a good suggestion because the issue of variants is also relevant to JIG’s work.

Rafik Dammak (Tunisia) is going to be the JIG’s observer to the Arabic case study.
