If you allow me, I would suggest the following:

At the end of the report … replace the following statement:
"ZWNJ is already a CONTEXT character with rules identified (though they need to be extended as proposed). "

With the following text:
"ZWNJ is already a CONTEXT character with rules identified (though they need to be extended as proposed). However, it raises a number of problems to be addressed and resolved (e.g., usability, security, reachebility problems, as identified in the Arabic Script Variant Issues Report) so that it can be adapted at the TLDs.
