[arabic-vip] Final draft of Arabic Case Study Issues Document (combined with definitions)

Dear colleagues,

I took this one as the basis for some additional remarks.  Most of
these are cosmetic and not urgent.  Overall, I think this is in fairly
good shape.

I had particular and substantive comments still on section 12, 14c,
14d, 14f ii, iii, iv, and vii, and 14h.  I've tried to suggest text,
but these are only suggestions and the team should of course write
what it believes.  I'm just here to provide advice, and not to try to
tell you what to write.
