[arabic-vip] Defining a Script/language table

This is a way on how to define a language table for the Arabic script:

This structure will solve the issue of the base CP if we list all variants related to a CP and repeating the same variant set in each CP.

Also we can enhance the table by defining the variants up to the position level:

B: Beginning, M: Medial, F: Final, I: Isolated

This is the LT for the Arabic language but it can be altered to descript the hole script.
