The discussion on character level vs. position level variants was deferred
by the group and may be addressed the final day to make a more clear
decision. The benefits you have shared will help in making the decision.

solution that also can be adopted by the root (ICANN):

BTW.. The benefits of this algorithm:
1- No base code point (all code points are the same at the registry)
2- Extendable to allow for adding new languages as they become ready
3- Optimized variant handling (up to the position level)
4- Can work for almost any script
5- Easy and fast to be deploy by any registry
6- Work for both ccTLDs and gTLDs (also at the root)
7- Simple and Transparent for end users
