Thank you for the detailed comments.  Will go through them and discuss
further.


Some more general feedback to consider in the meantime:

- during the face to face meeting we had discussed that IANA/ICANN also
plays the role of a "registry" which delegates TLDs at the root.  Some of
the wording you are questioning in the document derives from this line of
thought.  "Registry" is mentioned to keep such statements generic, as they
may apply to labels at multiple levels including TLDs

- We suggested not calling language table a "table" because it may contain
additional information (not just in tabular format, e.g. constraints, meta
information, etc.; to be determined) and because a revised representation
may take another form (e.g. an XML document).  Thus the generic reference to
it as a "policy" which may in turn be implemented as a table.

- we ]discussed noting issues for other levels, if also applicable beyond
TLDs (and qualifying them as such)

- we also suggested that cohesive policy for ccTLDs  and gTLDs may be more
beneficial for users, as it will give them same experience across both.  We
understand that ccTLDs are out of scope and our recommendations may be
non-binding in certain cases, but these are recommendations (in good faith
by the "community") and may still contribute to the larger process
