IMHO, I think this is the best way to resolve the hot debate that has been taking place on our mailing list these past 2 days.

What I recall is, we decided not to allow ZWNJ for the first round of the new-gtlds but report it as a possible character to be included in the future applications and by considering the security concerns ICANN should decide about it on per application basis instead of completely allow or dis-allow this character.
