[atrt2] Fwd: [Internet Policy] CIGI paper on Internet Governance

:) I already have it printed for reading on the plane tomorrow.   I read an earlier version when I attended a conference at CIGI the week after the Beijing ICANN meeting.

I want to reread this before offering any opinions.
