[atrt2] Example visual measurement tool

Offered only as an example as a tool to visually show the progress of work items/recommendations that will always be ongoing. The dial is actually only one part of a larger picture which if considered for tracking ATRT recommendations could look something like this. Again only shared as an example for discussion purposes.

Thanks. The visual is attractive, but I have a strong preference that indicators be tied to specific milestones, not fuzzy percentages of completion. This is relatively easy to do if the milestones leading to completion are specified cleanly.
