[atrt2] Whois templates

I have uploaded the revised Whois templates.

Changes:

1. A new template has been added prior to Recommendation 1 on the 
Board adoption of the RT report.

2. Substantial changes to the Community input column including 
references to the Puclic Comments and other input.

3. The only other change is in the ATRT analysis of the Rec 5 
implementation where I replaced the paragraph of the forthcoming 
portal (which by the way is quite impressive).
