[atrt2] Draft Report - version 1 for review

Thanks for the question Avri.  Given that the draft was circulated later
than planned (due to Review Team editing efforts), the request is for all
edits be sent in by 2100 UTC on Monday.  For purposes of clarity, that
would be 5:00p.m. Monday U.S. EDT.

I would ask that edits be focused on substance and quality of assessment
issues, as opposed to punctuation, grammar etc.  The full document will be
edited for punctuation grammar, spelling etc.  The most important edits
from Review Team members would speak to the quality of the assessments.
