[atrt2] ATRT2 Final Report Structure

Dear ATRT2,
As a follow up to Brian's request, please take a look  at staff's proposed changes to the structure<Report%20Body%20with%20expanded%20headings%20to%20clarify%20numbering%20of%20recommendations,%20report%20sections%20and%20include%20broad%20categories%20of%20each%20recommendation.> of the Final Report.  The objective was to expand headings to clarify numbering of recommendations, report sections and include broad categories of each recommendation; while keeping the number sequence of the report  the same as it was in the Draft report.

If you have further suggestion on the report structure, please provide them no later than Monday 16 December, 14:00 UTC.
