[atrt2] Revised GAC related recommendations

Fiona,

In the table on page 4, the assessment of recommendation 11 ends with "Issue of proposing and adopting related Bylaws changes remains open."

I may have completely missed this.  What Bylaws changes were discussed?  In the recommendation from ATRT1, the only mention of Bylaws is at the end, "This process … should consider establishing other mechanisms by which the Board and the GAC can satisfy the Bylaw provisions relating to GAC advice."

Can you clarify for me?
