[atrt2] Recommendations in the body of the text.

Avri,
Staff will make the necessary edits to conform the recommendation wording between the Executive Summary and the body of the report, based on what the ATRT2 agreed upon.  These edits will be included in the next draft of the Final Report, to be circulated tomorrow.

Once we arrive at the final wording (done for the most part I think) who is going to make sure that the recommendations in the long text match the ones in the recommendation chapter?
