In that case, spell out the harm, indicate a solution and then this  
has to be sent to the Board.  The Board needs to see where the process  
has gone "off" and what the downsides are.

Another table, perhaps, that puts proposed "staff" solution on one  
side and "harms" on the other would be helpful.
