 providers.   These negotiations have been ongoing for 2 years, including face to face discussions here in The Hague, and neither ICANN nor the CPs can say when (or even if) they will complete.  It will be important that we understand the impact the lack of
 DPAs will have on the implementation of the Phase 1 policy (and whois in general).  <o:p></o:p></span></p>
