Dear Will,

There was some misunderstanding. As you can imagine the Capacity Building
Working Group, has the mandate to develop recommendations which will be put
to the ALAC for their consideration. The Wiki spaces that were provided to
the various groups within the Capacity Building Working Group are designed
precisely to do that. You need not wait for a telephone conference and I
would recommend that you put your thoughts on the Wiki in both the Online
and Content Column.

Whilst it is good to initiate discussions on the mailing list, it is far
better to utilise the wiki for substantive comments. Trust this clarifies
things. Don't wait for Nora - just start populating the wiki and encourage
others to do the same.
