[Capacity-Building-WG] [ALAC] 2017 Capacity Building

+1 to Vandas suggestion about a webinar series starting from basics about
gtlds and their development, to some insights into the first round and then
the "subsequent procedures" we have been looking at. Also to encourage more
ALS participation on the gtld WGs.
