[cc-humanrights] has the HR FOI been approved by ICANN board

The FoI is part of the CCWG WS2 report. This was accepted by all SOs and ACs afaik and it is expected to be approved by the ICANN board at the Barcelona meeting. 

With this the bylaw should be effectuated.
