All,

I am having serious issues with the principles

	2: Predictability and Legitimacy of IANA processes.  The (outcome) of
	the processes of delegation, transfer, revocation, and retirement of
	ccTLD should be stable and the (outcome of the) process should be
	reasonable and predictable to all Significant Interested Parties,
	including the ccTLD Manager.

I propose:

	the processes of delegation, transfer, revocation, and retirement of
	ccTLDs should be stable, reasonable and predictable.

I am not willing to create Policy for SIPs.  Never mind that that would
be new, and without foundation.


Fundamental Fairness must include, explicitly, lack of bias.  What is
currently written in the principles is just procedural fairness.


I will not be able to sign off on this document, as is.
