[Ccpdp-rm] CCPDP-RM - Draft document for the public consultation

All,

Please find attached the first complete draft of the public consultation
document using the formal policy format.

The document is annotated with comments showing either NEW TEXT or where
the text came from. New text is highlighted in yellow.

There are still some formatting issues in some of the annexes but the
formatting in the main part of the document seems fairly solid.

Please have a read and be ready to discuss at our meeting next week.

If you have any questions or comments prior to the meeting please post
these to the list.
