from Bernard, Kimberly and Joke. <o:p></o:p></span></p>

<p class="MsoNormal"><span lang="EN-US" style="font-size:12.0pt">In accordance with Annex C section 9 ( c ) I therefore submit the Final Report to Council for its consideration.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="EN-US" style="font-size:12.0pt">Per discussion on the February Council call and in accordance with the agreed timeline, the Council deliberations will be scheduled for the Council meeting in Cancun ( Thursday 16 March).
