[CCT-IA] An update on pending recommendations

Thank you Alice for this update.

I can't say I'm surprised to note the unease communicated by rubbishing the
principle of incentives to engender good behaviour in concessionaires +
determining and setting a threshold for definite response to bad behaviour
within the purview of concessionaires.  Those are actions regulators - at
least those that embrace the role - in other spaces consider ordinary.
