.SU domain administration comment

Dear colleagues,

Representing .SU ccTLD Administration, Foundation for Internet 
Development  is very glad to express support of such essential 
initiative as Retirement of ccTLDs. We agree it’s important to launch a 
formal policy development processes to address the lack of policy with 
respect to ccTLDs retirement.  But we believe it's necessary to 
emphasize that the retirement process should be initiated by 
Administrator responsible for the ccTLD, at least in the case when the 
domain is "alive", which means there are registered sub-domains. Because 
of ccTLD Administrator’s obligations to the Registrars,   
appropriateness of the domain retirement should be discussed with ccTLD 
Administrator  and initiation of this process should be agreed with 
ccTLD Administrator. For example, .SU registered about 120 000 second 
level domain names, which is more than in ccTLDs of some countries. .SU 
still plays a quite important role in domain area of Russian Federation, 
but moreover it's a legacy of Soviet and post Soviet DNS infrastructure 
and part of our national history. We strongly believe that retirement of 
such ccTLD without agreement with the ccTLD Administration would be a 
huge mistake and could lead to negative consequences for all DNS 
infrastructure in the world.
