[Comments-com-amendment-3-03jan20] Don't raise this fee!

We don't need to raise this fee just to raise it.  We should have better 
reasons to raise it than this.  Real people have many domains they 
register and are trying to maintain and this would hit them harder.  
Lets try to not be like the rest of the government and not raise fees 
for no apparent reason.  Please don't implement this and if it is 
adjuststed then it should just be a slight adjustment and only as needed.
