After the recent change with .org's, I am surprised that ICANN would be risking additional bad publicity in a secretive deal with Verisign that is feared to increase .com prices.  More transparency should be the answer instead--with inflation, raising prices would be a necessity at some point, but the general public is likely to respond negatively unless data transparency can account for the increased cost to provide the same service.  Without that data and transparency, this move is likely to be perceived as driven by greed.  I would hope for the sake of all involved, either this decision will be reversed or it will necessarily include a level of transparency.
