[Comments-com-amendment-3-03jan20] Domain costs prevent the impoverished from publishing online

A domain name is required for meaningfully publishing content online.  The
barrier to registering a domain name is already high... it requires a
credit card, which is difficult or impossible to get for some.  Raising the
price of a domain makes it even more difficult for the impoverished to
participate online.

As someone who has been personally affected by this in the past, I'm
frustrated that you would propose raising fees.  ICANN should reject
VeriSign's proposal.  Additionally, ICANN should consider providing one
free personal domain registration to anyone who wants it, as a way to
enable more people to publish online.
