As a small business owner currently paying for two domain names, I find the fees already quite high.
The closed door changes you’ll be making to domain fees is quite intense and you’ll be shutting the doors on a lot of home run small businesses over the next few years if these changes are implemented. 
The majority of people who own .com addresses aren’t bringing in 20M contracts that can afford them drastically higher fees on simple expense.
