[Comments-com-amendment-3-03jan20] Do not increase the price of .com registry domains

At present, this domain group is used by both large businesses and
innumerable small ones - sometimes with many multiple domains for
specific lines of products.  As a small publisher, this was especially
true. 

Raising the price of .com domains without public comment and simply to
benefit a large company at the expense of many individuals and small
businesses is a bad move for ICANN and for the internet.
