Why is it that it is only Verisign that wants increase .COM prices.

The current rate of $7.85 is already far more than justified. Their cost is something in the order of under 25c a domain giving  close to a 100% profit.

Verisign is only a manager of the .COM Registry - it has no business dictating price in this market.

ICANN is supposed to govern the domain name system in the public interest.
