Hello,

I am an internet user and own several domains. I have come across the
changes being made to the contract with Verisign, Inc. (i.e., Proposed
Amendment 3 to .COM Registry Agreement).

Various changes are happening. I am not in favor of the changes given that
many answers are not answered. While stated that the changes would preserve
and enhance the security and stability of the Internet or the .COM TLD no
explanation has been given how and in what way. Nor has any explanation
been given regarding the growth of the .COM wholesale domain prices by over
70% over and above the current prices within the next decade. Such an
increase appears to be inline with increased profits. The .COM domains will
become less accessible and more expensive. Similar to other domains that
have a much higher price (e.g., .IO).

Moreover, along with the contract changes, Verisign agrees to pay ICANN an
additional 20 million dollars over five years to support ICANN’s domain
name system initiatives.

There is no clarity as to how ICANN will spend the money, or who will
ensure properly allocating the funds for domain infrastructure. Clarity and
transparency are lacking from the changes to the contract with Verisign,
and the changes do not appear to benefit the public but are rather behind
closed door agreements.

Why are these changes being made?
Why is the increase in price so significantly?
Why were these changes made only by ICANN and Verisign without proper input
and consideration from the public?
What benefits are the public expected to see with the changes?
How do ICANN and Verisign benefite?

As a user and customer online, I do not agree with the contract changes
(Proposed Amendment 3 to the .COM Registry Agreement) or increase in fees
and prices that will ensue over the coming years. I am against the contract
changes and do not wish for the changes to be approved.

Please reconsider,
Julius
