[Comments-com-amendment-3-03jan20] Opposed to Proposed Amendment 3 and .com price increases

Hello, 

As a small business owner, I write in opposition to the Proposed
Amendment 3 to the .com Registry Agreement.  The very rapid price
increases that are at the core of this proposal will, if enacted, be
harmful to small businesses like my own.  Harming small businesses so
that a large and powerful company like Verisign can collect 7% per year
price increases can hardly be deemed in the public interest. 

Moreover, the Proposed Amendment 3 provides ICANN with $20 million. 
Whether this large sum is called a down payment on the monies Verisign
will earn through the 7% fee hikes, or whether it is called a kickback,
there is no mechanism for small business owners like myself to know that
this money is being spent appropriately.  Appropriately means for the
benefit of small businesses and other Internet users who are not large
corporates -- i.e., verifiable, transparent and appropriately documented
expenditures on infrastructure, software and other aspects of the
technical underpinnings of the domain name system that small users rely
upon. 

ICANN is supposed to be a nonprofit entity, but it does not appear to be
acting like one.  It is 100% behind hiking prices aggressively and
cutting corporate deals without adequate public input to the detriment
of all small entities like my company.  This hardly seems aligned with a
charitable purpose, and I doubt it squares with the organization's
elaborate "accountability" studies. 

Please do not proceed with this Proposed Amendment 3 to the .com
registry agreement.  It is not in the public interest, it will harm
small businesses, and it does not reflect well on ICANN as a nonprofit
organization.
