This is completely unacceptable and the fact that it has been approved without public consult is both devious and signifies a dishonest agenda. 

Where will the accumulated funds really be spent? Why 8 out of the next 10 years to have price increases? 

Such changes need to go under public scrutiny and be justified. Merely announcing such a change without first seeking stakeholder (customers, public, etc) feedback is unconscionable.
