[Comments-com-amendment-3-03jan20] Proposed Amendment 3 to the .COM Registry Agreement

As a non-profit organization, ICANN should NOT be allowing Top Level Domain
operators to also be Domain Registrars.  This is a clear Conflict of
Interest and should never be allowed to occur.  As such, the new contract
with yearly rate-cap increases should also not be allowed.
