[Comments-com-amendment-3-03jan20] Verisign Agreement

Hello. I am writing in opposition of this move with Verisign, as it both a)
was made without community involvement in any way and b) directly affects
registries that were designed to be for community usage. The existing
pricing is fine, but I do not believe that it should be changed.
