I do not think that you should allow Verisign to operate as a registrar
as it will decrease the competitiveness of the domain market because
they already control so much of it.
Additionally the maximum that you should allow the prices of domains to
be increased is the amount of inflation each year (average the rate of
inflation from the major developed markets: US, Europe, Canada, China,
Australia, etc). This keeps the costs down to users that need it.
You could try allowing a revenue based pricing scheme so that rich
companies pay more for their trademarked names (Apple, Microsoft,
Google, Toyota) if more revenue is really needed from somewhere.
