[Comments-com-amendment-3-03jan20] Opposed to the new contract changes that lead to increase in .com domain prices

I'm concerned that the price increases in the .com domain and the contract
with Verisign.

"Verisign agreed to pay ICANN an additional $20 million dollars over five
years to support ICANN's domain name system initiatives, without any
clarity about how ICANN will spend the money, or who will ensure that the
funds are properly spent on domain infrastructure." ~ Namecheap.

Is this true? How is Verisign's money going to be spent and how much is
actually needed? Who will ensure the funds are properly spent?
