Better be careful when changing how registrars business models work. This
is not how you improve your revenue stream in an NGO.  Rock the boat too
much and the government will get involved and no one wants that.  Ask
Zuckerberg.

Don't forget about the small business owners who run their own web
presence. If you increase that cost, they may decide they don't need a TLD.
